To fund a $260 billion state budget, a variety of creative methods are needed.
Recently, New Yorkers witnessed some of these unique proposals as lawmakers presented competing budget plans over the past six weeks. Governor Kathy Hochul introduced some of her ideas in late January, while the State Senate and Assembly revealed their proposals this week.

Crypto Mining Tax
The Assembly is advocating for a tax on crypto mining, a process requiring significant computing resources and power. Critics highlight that crypto miners impose a heavy strain on the power grid without contributing their fair share to the costs. A new tax would target miners using over 2.5 million kilowatt-hours of electricity.
Additional Unique Tax Proposals
Various unconventional tax proposals include:
- Yachts: The Senate plans to end the sales tax exemption for boats priced over $230,000, a concept that has been proposed before without success.
- Mansions in NYC: The Senate aims to raise the tax on property sales exceeding $5 million to generate $321 million annually for a city facing a substantial budget deficit.
- Helicopter Rides: A fee targeting “nonessential” helicopter rides in New York City could be implemented, costing passengers $50 each or $200 per trip.
- Nicotine Pouches: Governor Hochul proposes taxing nicotine alternatives similarly to cigarette taxes. Proponents believe this could help reduce nicotine use, akin to how high tobacco taxes have lowered smoking rates in New York.
However, some legislators express concern that taxing nicotine pouches could backfire, potentially discouraging people from switching from cigarettes to pouches.
