The manual will contain practical advice organized into three sections, guiding individuals on how to safeguard themselves and their loved ones in scenarios of immediate danger. Recommendations will include maintaining a list of emergency contacts, knowing reliable radio channels, and ensuring secured doors during a nuclear incident.
Community Defense and Survival Kits
Additionally, the manual will encourage civic engagement by suggesting ways to contribute to community defense, such as volunteering for local fire-fighting units or joining reserve military forces. It will also propose the compilation of a survival kit, which should encompass essentials like six liters of water, canned food, batteries, and a flashlight for use during power outages.

This initiative follows similar efforts in Sweden and Finland, where survival booklets have been issued to help citizens prepare for military conflicts and other emergency situations. The French manual will align its content with a government website launched in 2022 that offers further emergency preparedness advice.
