U.S. Legislation Introduced for Justice for Hind Rajab
Today, U.S. Senator Peter Welch (D-Vt.) along with Representatives Sara Jacobs (D-CA-51) and Pramila Jayapal (D-WA-07) announced the introduction of the Justice for Hind Rajab Act. This legislation mandates a U.S. government investigation into the tragic death of the 5-year-old Palestinian girl, whose story inspired the Oscar-nominated docudrama The Voice of Hind Rajab.
Accountability for Civilian Harm in Gaza
The proposed act requires the Biden administration to provide detailed explanations about Hind’s death and the broader patterns of civilian harm in Gaza, reinforcing the United States’ dedication to the Geneva Conventions and the prosecution of war crimes. Welch and Jacobs are the main sponsors of this bill.
Background of Hind Rajab’s Death
Hind Rajab died in Gaza City on January 29, 2024. While trapped in a vehicle surrounded by her deceased relatives from Israeli tank fire, she called the Palestinian Red Crescent Society and remained on the line for over an hour begging for assistance. An ambulance dispatched to help her, following a route approved by the Israeli Defense Force (IDF), was ultimately destroyed, resulting in the deaths of the two medics inside.
Impact of Hind’s Story
Hind’s narrative, including her emergency call recording, inspired Kaouther Ben Hania’s film The Voice of Hind Rajab, which premiered at last year’s Venice Film Festival and is nominated for best international feature at the 98th Academy Awards representing Tunisia.
Statements from Legislators
Rep. Jacobs expressed her outrage, stating, “Five-year-old Hind should still be alive today. No child should face such terror, and no family should suffer such loss.” She emphasized the urgency of seeking justice for Hind and raising awareness of the harsh realities confronting Palestinians.
Investigative Findings
While the IDF claimed no troops were near Hind’s vehicle, an independent research group, Forensic Architecture, utilized satellite imagery and visual evidence to confirm the presence of multiple Israeli tanks, one of which likely fired 335 rounds at the car. The group’s findings also indicated that an Israeli tank possibly attacked the ambulance sent for Hind.
Legislative Call for Action
The Justice for Hind Rajab Act mandates congressional findings on the attack and the broader context of civilian harm in Gaza. It also calls for a report from the State Department regarding U.S. and Israeli investigations into the responsible parties. Moreover, it requires compliance with U.S. laws that restrict assistance to foreign security units like the IDF, which have been implicated in serious human rights violations.
