PENN Entertainment is preparing to launch retail sportsbooks at its Missouri locations based on recent job postings, which also hints at the expected rollout of its mobile ESPN BET sportsbook throughout the state.
- PENN is actively recruiting sportsbook managers for its two Missouri casinos, indicating plans to introduce both physical and mobile betting via ESPN BET.
- DraftKings and FanDuel currently lead the competition for two untethered mobile licenses in Missouri, with other significant players like bet365 and BetMGM seeking partnerships.
- Even with provisions for numerous in-person betting venues, only a few retail sportsbooks, including PENN’s, have confirmed operations ahead of the launch date on December 1.

Missouri’s initial online and retail sportsbooks are set to commence accepting bets on December 1, marking it as the 39th U.S. state to do so legally.

ESPN BET is expected to enter a competitive field of mobile sportsbooks in Missouri.
Industry leaders FanDuel and DraftKings, both holding substantial market shares nationwide, have already submitted applications for one of the state’s two “untethered” mobile licenses, which can be awarded independently of retail partnerships.
With a deadline for announcing the two license winners set for August 15, there are significant expectations for these prominent operators. The sportsbooks that do not secure these licenses still have the option to form partnerships with local casinos or sports teams, with formal announcements anticipated before the December launch.
