ISLAMABAD, Pakistan (AP) — A massacre targeting tourists on April 22 has escalated tensions between India and Pakistan, bringing them closer to armed conflict and representing the most significant deterioration in relations since 2019.
While hostilities between India and Pakistan are not uncommon, with both nations engaging in multiple conflicts since gaining independence from British India in 1947, the current escalation is marked by an increased frequency and intensity of strikes and counterstrikes.
Despite earlier statements about not intervening, the U.S. is now offering to help facilitate “constructive discussions” between the two countries to prevent future altercations, though calls for restraint from the international community have yet to yield results.
April 22
Gunmen opened fire at a resort in Pahalgam, Indian-controlled Kashmir, resulting in the deaths of at least 26 tourists and injuring 17 others. This incident marks a notable increase in civilian casualties in an ongoing regional conflict. The unnamed attackers were claimed by a group called Kashmir Resistance, which India alleges is backed by Pakistan. Eyewitnesses reported that the gunmen asked victims’ religious identities before firing.

In retaliation, India downgraded diplomatic relations, shut the only remaining functional border crossing, and suspended a critical water-sharing agreement that has previously survived two wars. A manhunt for the assailants was initiated, while Pakistan denied any involvement in the attack.

India and Pakistan both canceled visas for each other’s nationals, with Pakistan closing its airspace to Indian flights and halting all trade. Government officials hinted that the situation could escalate to military action.
