During a recent Pine Bluff City Council meeting, Chief Marketing Officer Carlton Saffa, who was the resort’s first employee, emphasized the impressive statistics and positive transformations taking place in Pine Bluff. The economic impact study, carried out by Boyette Strategic Advisors, reveals that Saracen adds $236 million to the local economy each year. Saffa noted this amount reflects both payroll and the overall economic turnover within the community, bringing the total economic impact to $2.1 billion since the resort’s opening in October 2019.
Surprising Financial Outcomes
“I had to read it twice,” Saffa explained, expressing his astonishment at the large figures. “I’m humbled. Although I know these numbers are accurate, I can hardly believe them. It’s $2.1 billion, and I can’t help but smile. I hope you feel the same, as I believe even greater things are on the horizon.”
Investment and Employment Figures
Saffa pointed out Saracen’s commitment to Pine Bluff, with the Quapaw Nation investing over half a billion dollars in the project. Upon completion, this will exceed $650 million, marking it as Arkansas’ largest hospitality and tourism investment. Since its opening, Saracen Casino Resort has generated an economic impact of over $2.1 billion in Jefferson County and close to $3 billion across a wider region, which includes Jefferson, Desha, Grant, Lincoln, Pulaski, and Saline counties.
Expansion Plans
A $250 million expansion is underway, set to unveil a luxury 320-room hotel and a multi-use event center by fall 2025. Saffa revealed that half of the hotel rooms will be suites, with plans for notable luxuries, including high-end materials and fixtures. A soft opening is expected by the end of the year, featuring a Starbucks and a Sissy’s Log Cabin store.
Long-Term Economic Benefits
The expansion is anticipated to have a substantial economic impact of $309 million in Jefferson County and $426 million in the six-county area, yielding increases in labor income and tax revenues. Saracen has been a significant contributor to local and state revenues, generating $262 million in taxes for Jefferson County and $299 million for the region from 2020 to 2024. The expansion is projected to add nearly $16 million annually in tax revenue for Jefferson County alone.

Saracen Casino Resort has evolved into a tourism hub, attracting visitors statewide and beyond. It boasts four top-rated restaurants, including the renowned Red Oak Steakhouse, enhancing local tourism. According to Saffa, most customers come from the greater Little Rock area, and he highlighted Pine Bluff’s emergence as a competitive destination in the region.
