Bally’s Corporation has put forth a detailed proposal to Clark County for an extensive mixed-use hotel and casino development near the new Major League Baseball stadium of the Las Vegas Athletics. The ambitious project is projected to unfold over several years, with construction expected to be completed by March 2029.
Construction Timeline and Stages
Strategically positioned at the southeast corner of Las Vegas Boulevard and Tropicana Avenue, the project will span 3.56 million square feet upon completion. Of this, 1.7 million square feet will be reserved for hotel accommodations, while additional areas will cater to parking garages (822,000 square feet), retail spaces, dining, and entertainment (476,000 square feet), a theatre (216,000 square feet), a casino floor (100,000 square feet), and pools (50,000 square feet).
Bally’s entitlement package submitted on October 8, 2025, indicates plans to commence construction in April 2026, contingent on receiving special-use permit approvals by January 2026. The initial phase is set to align with the completion of the A’s ballpark in early 2028.
Development Phases
The development will unfold in four distinct phases across several years, covering 26 acres of a 35-acre site, with the A’s stadium, a separate $2 billion project, occupying 9 acres. Bally’s project aims to complement the stadium, enhancing the area with a variety of offerings.
As reported by the Las Vegas Review-Journal, the first phase will focus on establishing essential infrastructure for long-term success, including a shared central utility plant, the southeast parking garage, a shared access road around the ballpark, and the initial retail, dining, and entertainment spaces in the northwest corner. This phase is essential for facilitating smooth operations for both the ballpark and the resort complex.
Entertainment and Hotel Components
The second phase will introduce an integrated resort, featuring an 1,800-room hotel tower, a casino, and a sportsbook. This phase will also expand retail, dining, and entertainment spaces, some reaching nearly 60,000 square feet, with rooftop options to enhance guest experiences.
Phase 3 will add a significant entertainment aspect to the resort, with plans for a 3,000-seat theater at the southwest corner, standing 130 feet tall and hosting live performances. This phase aims to enrich the area’s entertainment landscape, appealing to both locals and tourists.
Final Construction and Parking Arrangements
The final phase will consist of constructing a second hotel tower on the northeast side, adding 1,200 rooms to the development and raising the total to 3,000. This tower will reach 420 feet, surpassing the height of the first tower at 350 feet, with all designs requiring county review for compliance with zoning and aesthetic standards.
Parking remains a crucial element for the Bally’s resort. The development plans to include 2,680 dedicated parking spaces, representing a 25% reduction from what Clark County typically mandates for such a large project. However, with the inclusion of a shared parking garage, overall on-site capacity will rise to 5,200 spaces, ensuring adequate parking for both the resort and the A’s stadium.
Bally’s is also seeking special-use permits to operate as a resort hotel and entertainment venue, along with adjustments to certain development standards, such as reducing electric vehicle parking spaces from 108 to 22. This proposal signals Bally’s Corporation’s ambitious restructuring strategy, following its recent €2.7 billion merger with Intralot’s technology division.
