During the opening session of the April 2025 general conference, President Dallin H. Oaks of The Church of Jesus Christ of Latter-day Saints revealed the appointment of 16 new General Authority Seventies alongside the establishment of a new Young Men General Presidency.
Additionally, President Oaks announced that Elder Kevin R. Duncan will join the Presidency of the Seventy, starting August 1, 2025, succeeding Elder José A. Teixeira, who has held the position since 2018.
Moreover, five General Authority Seventies—Elders David S. Baxter, Randall K. Bennett, Kevin S. Hamilton, Rafael E. Pino, and Jorge F. Zeballos—will be released and transition to emeritus status also on August 1, 2025.

Elder Duncan, born on October 6, 1960, in Ogden, Utah, has been a General Authority Seventy since 2010. His service includes roles as president of the Central America Area and most recently as executive director of the Temple Department.
He completed his education at Brigham Young University (BYU) in 1991, earning a bachelor’s degree in accounting, a master’s in taxation, and a Juris Doctor. Elder Duncan began his professional career as a tax attorney in Seattle, Washington, and established CaseData Corporation in 1996, retiring in 2005.
Alongside his wife, Nancy Elizabeth Smart, he is the father of five children. The Presidency of the Seventy is composed of seven General Authority Seventies selected by the First Presidency to oversee the Seventy, fulfilling a variety of responsibilities that encompass teaching the gospel, organizing Church units, and counseling local leaders, among others.
