I am an advocate for equal opportunity, inclusive development, and community reinvestment, and I am excited to support Freedom Plaza. This innovative proposal, part of New York’s casino bid near the United Nations along the East River, aims to tackle pressing issues in New York City by seamlessly integrating housing, employment, culture, and green spaces in East Midtown.
Lessons from New Orleans
During my time as mayor of New Orleans (1994-2002), I observed how strategic civic investments, such as enhancing the convention center and building a downtown casino, can stimulate economic recovery, reduce violent crime, and improve the quality of life.
Achievements in New Orleans
Under my leadership, violent crime decreased by nearly 60%, and the city’s unemployment rate was halved. New Orleans received prestigious recognitions like the All-American City Award and the City Livability Award, achievements resulting from decisive actions, strong collaborations, and a steadfast commitment to equity.
The Vision of Freedom Plaza
The guiding principles of Freedom Plaza include providing over 1,000 new residences, featuring more than 500 permanently affordable units in accordance with NYC’s Mandatory Inclusionary Housing Program. This project directly addresses the housing crisis and creates an inclusive neighborhood hub centered around the expansive 4.77-acre Freedom Plaza Park.
Economic Opportunities
Freedom Plaza is also committed to its economic potential, with projections of creating 8,000 permanent union jobs, alongside thousands of construction roles. Emphasizing opportunities for minority entrepreneurs will ensure that the benefits of growth are shared broadly, facilitating upward mobility and stabilizing communities.
Cultural and Community Development
Aside from housing and jobs, Freedom Plaza will emerge as a cultural hotspot with arts programs, a museum, and a community center. My advocacy for arts access in New Orleans helps underline the importance of creativity and community wellness in reinforcing social cohesion and identity.
Commitment to Community Investment
Crucially, Freedom Plaza pledges at least $5 million annually to a Community Reinvestment Fund for civic, educational, environmental, and justice-oriented initiatives. With guidance from an independent Community Advisory Board, these resources will prioritize local needs, contributing to beautification projects, arts festivals, youth development, sustainability, and tenant assistance.
Final Thoughts on Freedom Plaza
While critics may express concerns regarding scale, traffic, and gentrification, I believe that thoughtful development can enhance rather than displace communities. By incorporating affordable housing, living wage jobs, and ample public spaces, Freedom Plaza serves as a model for equitable growth. As someone who has facilitated similar transformations in New Orleans and now leads the National Urban League, I am confident that when equity informs ambition, extraordinary changes are possible. Freedom Plaza represents a collective vision worth striving for.
