Indiana state legislators are increasingly convinced that Chicago’s football team might relocate to Hammond, though the Bears have not fully committed to leaving Illinois for Indiana.

On Thursday, an Indiana House committee advanced a bill to create a stadium finance authority, facilitating the Bears’ potential stadium construction in northwest Indiana. The team described this development as “the most meaningful step forward” in their three-year pursuit.

Indiana House Speaker Todd Huston emphasized that he wouldn’t label the legislation as supporting the Bears until the team confirms its relocation. After bringing the bill to his chamber’s Ways & Means Committee, it passed unanimously during a spirited session, where emotional remarks were made by local officials, including Hammond Mayor Thomas McDermott.
Commitment from Hammond
McDermott expressed that Hammond is eager to collaborate with Indiana and the Chicago Bears, stating, “Hammond will do whatever it takes to help make this project a success.” Huston also noted the Bears as a strong partner, declaring the day as historic for the region.

The Bears released a statement indicating that the bill’s passage marks significant progress in their stadium planning efforts, emphasizing their commitment to conducting necessary due diligence for a world-class stadium near Wolf Lake in Hammond, Indiana.

Despite focusing on Hammond, the Bears have not dismissed their desired move to Arlington Heights, one of three options they have considered alongside Chicago. After expressing dissatisfaction with their current legislative partners in Illinois, the Bears explored options in Indiana, including visits with NFL Commissioner Roger Goodell.

The Indiana bill would allow the newly formed Northwest Indiana Stadium Authority to construct a stadium for the Bears, with a provision to sell it to the team for $1 after 40 years of bond repayment. Meanwhile, the Bears would secure a 35-year lease, retaining all stadium revenue. Indiana lawmakers aim to finalize the bill by month-end, while Illinois legislators continue to negotiate through May.
