New Independent Football Regulator Candidate Warns of Urgency for Financial Agreement
The government’s chosen candidate for the role of independent football regulator in England has cautioned the Premier League and EFL that they have less than 18 months to finalize a financial redistribution deal.
Vision for the Role
David Kogan appeared before the culture, media, and sport select committee in Parliament for a pre-appointment hearing focused on his qualifications. During a two-hour session, he articulated his vision for a role he described as increasingly vital, asserting that the regulator’s mission is to ensure the sustainability of the football pyramid.
Financial Redistribution Focus
Kogan emphasized the critical issue of fund distribution from the Premier League to the EFL, urging both bodies to negotiate a resolution before the implementation of regulation. He expressed the desire to avoid using the regulator’s enforcement powers to achieve compliance.
Tactical Approach to Regulation
“The backstop shouldn’t be seen as a last resort but rather as a tactical measure,” Kogan stated. He highlighted that there is time for negotiation, as the backstop only comes into play once a ‘state of the game’ report is produced. He added that there is a ticking clock, emphasizing collaboration before intervention becomes necessary.
Commitment to the Football Pyramid
Kogan, a supporter of Spurs, believes that football can operate without compromising both competitive integrity at the top and financial stability at lower levels. He underscored that the survival of the pyramid is paramount, asserting that clubs like Southend deserve as much support as top-flight teams.
Background and Qualifications
At 67 years old, Kogan brings decades of experience as a negotiator for the Premier League, EFL, and other football entities. He acknowledges his lack of direct regulatory experience but believes his skills in corporate governance make him a strong candidate for the role, expressing a genuine passion for football.
Supporters’ Involvement and Regulatory Role
Kogan expressed commitment to ensuring that fans have regular consultation opportunities with their clubs, viewing this as a significant advancement. He believes fan input can enhance the regulator’s understanding of club conditions, reinforcing that the regulator’s purpose is to support the football community, not to police it.
